I had a problem with the screen always being blank when booting. This was stopping me accessing the boot menu, BIOS etc. I found a solution, which worked in my case. MY HP Z2 G9 has 2 full size Display Ports plus 4 mini Display Ports. I was using one of the full size Display Ports when I first setup the system. I changed my setup to use one of the 4 mini Display Ports (1 and 4 gave same result) and now when the PC powers on, I get the splash screen and can see the boot menu (Esc) or BIOS (F10). So it looks like the BIOS is picking the add-on display card in favour of the built-in CPU display ports.

If your computer starts but displays nothing, you should check is if your monitor is working properly. Check the power light of your monitor to verify that it's turned on. If your monitor won't turn on, unplug the power adapter of your monitor, and then plug it back into the power outlet.
