My PC lost power while in operation. Will not power on when power button is depressed. I read 16.5 Vdc out of the power supply plug. Is that enough to power it up or does it require the 19.5 Vdc to power up? It is an HP Pavillion 24 All-in-One PC.

I understand that you are facing issues with your All-one PC not powering on.
As per the specification below, the Power supply is shown as
External 150 W PSU
Total wattage: 150 W
Output voltage: 19.5 V
Efficiency: 89%
However, this is not accurate information as we do not have the exact product /serial number.
I recommend you check the specifications of your unit.
Try the steps below.
POWER DRAIN:
Please disconnect all the devices and cables connected to your computer including the power cable and then press and hold the power button for about 20 seconds and connect the power cable back again and try to power on the computer.
CBR:
Press windows key and then followed by the key "B" this time and then the power button for around 3-4 seconds, then release the power button and continue to hold windows+B for 3-4 seconds more.
If you've gone through all of that and yet, the issue persists, I'm afraid we are at the end of the line, and I suggest you talk to HP support and discuss your options.
