My computer is stuck on a screen that says:

ERROR: No boot disk has been detected or the disk has failed.

The last line tells it all.
ERROR: No boot disk has been detected or the disk has failed.
The rest of the message posted is the last ditch effort to boot using what is called a network boot option.
If that PC came with Windows 7, then most likely the disk has failed, as stated.
It will need to be replaced and Windows reinstalled.

There may be a slight chance to save data but it might not work.
If there is an expectation of using the PC again, then go ahead and replace the drive and install Windows. Do not try anything else with the old drive. If all you want is to save the data, then a working PC can serve as a host to make the try. If the hard drive is a SATA drive it can be connected via a spare SATA data and power to a host. Then boot the hosting PC as normal while using the old drive as a data drive only. Do not try to use the old drive as a boot drive on the hosting PC. Open file explorer or "This PC" to see if the old drive is even seen. If it shows up, you can move any useful data to a spot on the hosting PC's hard drive. If it does not show in "This PC" or file explorer, then a Windows host probably will not work.

Since you posted it was Windows 7, assuming you did not make the recovery disk set, that might be a problem but there are Windows 7 disks around, Probably cannot get updates anymore.
Since you did not post the model number - you can try - Computer Surgeons as they have complete disk sets for many HP models. Just put in the complete model number in their red search box and then search.
Or you can look on EBay for install disks.
