If your HP 17.3 inch Laptop PC is taking a long time to start up and you can't open the System settings, there are a few troubleshooting steps you can try.
Safe Mode: Try booting your laptop in Safe Mode to see if you can access the System settings and diagnose the issue.
- Restart your laptop.
- As it boots up, repeatedly press the F8 key (or Shift + F8).
- Select "Safe Mode" from the menu.
Startup Repair: Use the built-in Windows Startup Repair tool.
- Restart your laptop.
- As it boots up, press F11 to access the recovery environment.
- Select "Troubleshoot" > "Advanced options" > "Startup Repair".
System File Checker (SFC): Run the SFC scan to check and repair corrupted system files.
- Press Windows + R, type cmd, and press Enter to open Command Prompt.
- Type sfc /scannow and press Enter.
Check for Malware: Use an antivirus or antimalware tool to scan your system for any malicious software that could be causing the slowdown.
Disable Startup Programs: Reduce the number of programs that start when your laptop boots up.
- Press Ctrl + Shift + Esc to open Task Manager.
- Go to the "Startup" tab.
- Disable unnecessary startup programs.
Update Drivers: Ensure all your drivers, especially for your graphics and chipset, are up to date.
- Right-click the Start button and select "Device Manager".
- Update drivers for your display adapter and other critical components.
Check for Windows Updates: Ensure your Windows operating system is up to date.
- Press Windows + I to open Settings.
- Go to "Update & Security" > "Windows Update".
- Check for updates and install them.

Free Up Disk Space: If your hard drive is almost full, it can significantly slow down your laptop.
- Press Windows + I to open Settings.
- Go to "System" > "Storage".
- Free up space by deleting unnecessary files.
Reset the PC: If all else fails, you might consider resetting your PC. This will reinstall Windows and can often resolve persistent issues.
- Press Windows + I to open Settings.
- Go to "Update & Security" > "Recovery".
- Under "Reset this PC," click "Get started" and follow the prompts.
