first - what OS is in question?
Assuming Windows 10, you can make the install media from Microsoft - found here
https://www.microsoft.com/en-us/software-download/windows10
with a working PC, Scroll down to "Using the tool to create installation media" and then follow the directions to make the DVD or USB. Then boot this problem PC to this media. If you wish to try a repair first, then click on the "Repair this PC" and see if the OS can be repaired. If that is not successful, then reinstall Windows using this new media.
OR
you may be able to get the Recovery media from HP using the HP Cloud Recovery tool

Using the HP Cloud Recovery tool will return the PC to the OS factory condition
