Microsoft Windows 10 (64-bit)

Hello, for some context I am currently pulling this computer from about a year of sitting stagnant and it didn’t have a cover so it has been sitting open. I grabbed it plugged it in to my TV and it ran like the day I got it so I decided that I would dust it off, re-case it and put my 1060 graphics card into it so my girlfriend will have a computer to game with me. So I did all that put it in the new case (I have built 3 computers so I was grounded and careful the whole time) and tried to boot it and the cpu fans spun for about two seconds then shut off and repeated for as long as I let it go for. So I looked it up and people said maybe a short somewhere so pull it out and go bare bones... use just the motherboard on a cardboard box, plugin the power 24pin cpu 4pin and see if it boots. Nothing. So I realized that the PSU fan also spins on and off so I tried my PSU on my current pc to no avail. Then I removed the coin sized cmos battery for about 5 minutes and it didn’t do anything. Researched some more and found a form where the person just replaced the battery. So I did that and again nothing so I went threw the steps to use the jumper to reset BIOS and..... you guessed it nothing changes. So with all that said do I have a motherboard that is toast or is there something else I could try. I’m loosing hope here. Thanks for any replies.
