Ever since Windows 11 installed a cumulative update 2023-2 Cumulative update for windows version 22H2 for x64 KB5022845.
After the issue started, I reset the pc and paused updates. The pc ran like a champ. After a few weeks I decided to install the update. The issue returned.
I noticed in windows update was a bios update. It was updating but after a while told me the bios image is corrupt.
I didn't have a pc for 3 weeks while the geek squad insalled a new mother board.
After that the issue remains.
Under normal circumstances from the time i turn the pc on until i see the desktop took 10-15 seconds.
Now it take 2-3 minutes. The resart is worse, takes about 10 minutes.
Starts ok in sade mode. Normal start i disabled all 3 startup apps and disabled all services except windowd services.
Is there any diagnostic or troubleshooting tools that migh help this?

Geek Squad installed a new MB. What MB do you now have, a identical HP MB or a different Retail MB?
Did you install KB5022845 using the new MB?
Disabling Services can cause additional stability problems.
I would talk to Geek Squad for a resolution. You should have some type of Geek Squad warranty.
Try restarting the PC using the Start Menu. Hold down the "Shift" key when restarting the PC. Then select "Troubleshoot".
Select "Advanced". Select "Uninstall the latest update". Select "Quality".
Or use System Restore.
Or back up data. Reset or Refresh the OS. Try to avoid installing the Quality update which is causing the problem. This is, sometimes, not always possible.
This is the best advice I can offer.

I'm assuming it's the same MB, they got it from HP.
I did pause updates before Windows installed the cumulative update and waited about 2 weeks. PC ran weel for these 2 weeks.
Then I decided to restart updates and the same thing happened.
The update was already installed when I had the MB replaced.
It seems to bo on and off. 2 mornings in a row it started in 10-15 seconds. Then Iwas back to slow startup.
I restarted today when I re-enable the services and it started extremely slow. Not only that, I had to
turn on audio to get my sound back. Windows also, didn't load external hdd until I unplugged it and plugged it back in.
I'll the trouble shooting next.
