I'm repairing this All-in-One for a 3rd party. It is 2 years old-out of warranty. Pressing the Power Button lights the screen and screen menu but does not boot.
I have:
- Reset the power by unplugging and pressing the power button for 2 min.
- Swapped the external power cord module(6.5 amps, 19v). The light at the monitor plug turns on when plugged
- Removed the screen and reseated the RAM. The PC does not beep without the ram when powered on.
- The fan does not move when powered on.
I believe the motherboard is dead, unless you have suggestions...
I tried to recover the the files and documents from the SSD hard drive but the drive is defined a "Data" and will not let me see any of the files when connected to my desktop. Does a 27-D0409 have encryption on by default?

Welcome back to the Forum.
I agree, a no BIOS error code when no RAM is installed suggest the MB is not getting any power.
A local PC Tech could check this out.
The system drive could be encrypted if you see a BitLocker key prompt. Many OEM PCs ship with Device Encryption enabled.
Getting around the encryption roadblock is going to be a tough one to solve.
The data is probably lost forever even if you fixed the PC by replacing the MB. You might be okay if the PC has an external power brick problem or a component problem other than the CPU or the MB.
I avoid BitLocker because of situations such as this.

I attached the Pavilion SSD to my PC. It loaded as drive F: Data. When I click on system volume, I get access denied. When I click on the recycle files I get the same thing.
HP is offer to fix the Motherboard for a fee. Based on your response, with a new motherboard, the user would lose all her SSD drive files and windows 11 would have to be reloaded, due to the encryption. Is that correct?

My pleasure.
It looks like the system drive is encrypted.
All data would be inaccessible unless you can find a way to defeat the BitLocker disk encryption.
HP will probably reinstall the factory OS if HP is replacing the MB.
The factory image for this PC should be available by doing a HP Cloud Recovery.
