Welcome to the HP Forum.
The MB is power cycling. This would be a component problem.
Only connect a mouse, keyboard, and monitor. You could then also only connect a monitor to check for a good POST.
Next, reduce the PC to a minimum config using only core components required to get a good POST:
- Power supply
- MB and CPU
- Try each stick of HP factory installed RAM, one at a time, in each memory slot.
- Try onboard graphics if the CPU and rear MB I/O support this option.
- Try no RAM to check for a POST error code.
Note: Not seeing a POST RAM error message when no RAM is installed in the MB usually indicates a: PSU, MB, or CPU problem.
Next, swap in different, known good. core components, one at a time, until the system will POST.
