Hello.

 

I just bought this PC and once I tried to start it up the GPU and CPU turns on for 2 seconds then shuts off again. 

 

Specs: GEFORCE 2060, AMD 7 5700G processor

I would return the PC to the retailer for a refund/exchange if you can't do an OOBE (Out Of Box Experience).

I would try to return it to the retailer as @Bill_To suggests.  If it is new, that is the way to go.  Trying to get a warranty repair from HP will result in a refurbished PC instead of a new PC.  Assuming you are OK with that, then approach HP support for a warranty repair authorization.
