Power On - Every 3 seconds lights Power Button, HDD light, LED Bar across front flickers - No Boot

The computer was blinking the power button, the hdd light blinked, and the LED bar across the front face plate all blinked for a moment and the system would cycle off, then try to cycle back on, continuosly.

Suspecting bad PSU but prepared for bad mobo.    Other suggestions?

Memory sticks were bad.

The computer had two memory sticks.  Both are bad as replacing each one with a new stick would not work.  Replacing both worked.
