Product: HP All-in-One - 22-df0003w
Operating System: Microsoft Windows 11
HP all in one desktop lost power due to power outage. Was plugged into surge protector. PC no longer powers on. Printer that is also plugged into surge protector will power on. Power indicator light is on while plugged in. I have unplugged and left unplugged 2 hours.

Unplug your computer from all the power sources and then proceed to open the batteries of your device. Allow a couple of minutes before putting the batteries in, after doing so, hold the power button for few seconds and then plug in back the device.
