The power button blinks but desktop won't turn on

Welcome to the HP Forum. 

Most HP Desktop PCs also do a beep error cadence at startup if there is a POST problem.

An example would be a long 3 beep followed by a 2 short beep startup error code. This example beep error code would relate to a memory problem.

Can you ID a specific LED blink pattern when you depress the power button?

Try a hard reset per instructions at this HP Site.

The above site link also lists common blink and beep startup error codes to check if you can ID a cadence or pattern to the blink codes you are seeing at startup.

An unlisted, at the above site, 8 blink code is a major BIOS problem. I don't know what a continuous blink error code would be. It's not listed at the above site. But a continuous blink code would probably be very bad.

A continuous blink code would probably relate to a: major component problem or a power delivery problem.
