My desktop (HP Pavilion 23) power button isn’t working. There is no other way to turn it on. The keyboard and mouse that came with it is Bluetooth. How shall I turn on my computer now?

Welcome to the HP Forum.
Many things can cause a power on failure:
1. A power button problem. Servicing may be required.
2. The external power brick. Try a different power brick.
3. A peripheral connected to the PC. Disconnect unnecessary peripherals.
4. An internal component connected to the MB. Servicing may be required.
5. A MB problem unrelated to the power button. Servicing may be required.
Try above troubleshooting steps 2 and 3 but you may have to have HP service the PC if the PC is in warranty or have a local PC Tech take a look.
You could also try removing the internal Lithium-ion battery. See if you can start the PC now.
The battery may be the issue. The battery may need to be replaced,
