Two questions. Do you have to disconnect/reconnect AC power to attempt a second system startup?
So, is the PC totally unresponsive at a successive power on unless you do the above AC power routine?
I'm trying to figure out if your PC has a short or if a component has failed.
A short to ground is usually indicated if AC power must be reset. But this symptom can also point to a faulty power supply. And, in any event, your PC has some type of power delivery problem or component problem even if you don't have to reset AC power.
You would have to test all components to find what's causing this startup problem. There is no way to accurately solve your PC's startup problem in a Forum.
I usually recommend a local PC Tech in your situation. Replacement components would be required to find the bad part.
Having all required replacement components on hand to do component troubleshooting would be very expensive.
