Even after powering on, the second NVMe drive will not connect. After another reboot it is always connected and works flawlessly.

Welcome to the HP Forum.
The primary M.2 socket uses the CPU for data lanes. The second M.2 socket uses chipset PCIe data lanes.
Try removing and reseating the second M.2 drive.
Otherwise I would guess you either: have a chipset/M.2 socket problem or a M.2 drive problem.
You could update AMD chipset drivers to see if this helps. Check this Site for B550 chipset drivers.
If the chipset driver update does not work then I would also try the second M.2 drive in a different PC or try a different M.2 drive in the second M.2 slot on your MB to zero in on the problem.
You might check for a BIOS update. Your PC could have the Hana MB or the HanaOC MB. So I can't direct you to a BIOS update at this time.
