I tried to upgrade my cpu to one which IS compatible (intel core i7 -3770s) and the first time I plugged it back in I got three beeps, red light (no white). So I reinstalled the cpu and plugged it in and everything went well, fans turned on, but no monitors and both my mouse and keyboard seem to not be getting power. I read to update the bios BEFORE so I reinstalled my old cpu to update the bios and same problem- green lights, fans going, but no monitor, key board, or mouse

hi
https://support.hp.com/us-en/product/hp-compaq-pro-4300-small-form-factor-pc/5257337
Red Power LED flashes three times, once every second, followed by a two second pause. Beeps stop
after fifth iteration but LEDs continue until problem is solved.
3 Processor not installed (not an indicator of bad processor).
1. Check to see that the processor is present.
2. Reseat the processor ??
Not very explicit, but if you have tried with a bios update, despite it being mentioned as compatible..
either it has a defect, bad installation, hard to say here
