How do I restore the BIOS for hard drives for HP computers that won't boot?
All of those hard drives are from HP computers too old to use a TPM, and mostly too old to use an UEFI.
Many of them have BIOS restoration available as an .exe file, but such files won't run without booting.
Can I mount the drive on a newer HP computer, run the .exe file, and expect it to allow me to choose which hard drive to put the BIOS update onto, WITHOUT having it put the BIOS update on the C: drive of the newer computer instead?

Hi,
This HP site (Link) shows various methods to recover the BIOS. You would need HP factory service to reprogram the BIOS or replace the MB if all steps available at this site fail.
The BIOS update executable writes the new code to a BIOS chip on the MB. You would see an incompatible BIOS update error if you ran a BIOS update created for one HP PC on a different HP PC having a different BIOS.
