hi, i buy new gpu which is msi aero itx gtx 1050 ti oc edition when i install it on my pc it wont boot to windows it just stuck on the bios scree or logo screen.

do i need to change the motherboard?

Let me take a moment to thank you for posting on the HP Support Forums.
I understand that you have an HP PAVILION HPE-520 series PC. I read that you have installed a GEFORCE® GTX 1050 TI AERO ITX 4G OC graphics card and the PC does not boot to Windows. The PC is stuck on on the BIOS screen or the HP logo screen. Not to worry, I'll do my best to help you.

To provide an accurate resolution, I need a few more details:

- Does the PC boot fine into Windows if the graphics card is removed?
- Does the card work fine if connected to another PC (if available)?

Yes, the secure boot works only in Win8 and Win10. You've done a remarkable job performing the steps.
The evidence indicates that there could be a compatibility issue between the graphics card and the PC.
If you have any other graphics card that can be tried with then please do so. Because this way we can check if the PCI express slot on the motherboard is good or not.
Please initiate a test on the motherboard just to confirm there are no issues with the PCI express slot:

Hold the power button for at least five seconds to turn off the computer.

Turn on the computer and immediately press the F2 key repeatedly, about once every second.

The HP PC Hardware Diagnostics (UEFI) main menu is displayed.

- Select Component tests.

- Please initiate a test on the system board.
