My PC immediately shuts down after it starts. I've been through all of the troubleshooting with the virtual assistant.

Welcome to the HP Forum.
Some questions to clarify exactly what is happening:
1. Is the PC power cycling or do you have to hit the power button to start the PC again?
2. Do you have to disconnect the PC from AC power to start the PC again?
3. The PC does not POST. So the fans spin for a couple of seconds and the PC shuts down. Is this correct?
It looks like you have a hardware problem. Hardware problems are tough to troubleshoot in a Forum.
I'm thinking you have a power supply, or MB issue. You still have to test all components connected to the system to find the faulty component.
But the PC's power button could be doing this. A possible power button logic board problem or a wiring problem from the power button to the MB header.
Disconnect all unnecessary peripherals. Try starting the PC with only a monitor.
No change means you have to systematically (one device at a time) reduce the PC to one stick of RAM and try integrated CPU graphics by removing the RTX 2070. This means disconnecting front panel USB, the M.2 WIFI network card, the front card reader, and all internal drives connected to the MB.
No change again suggests checking the power supply, RAM, and the MB.
You may have to swap in different, known good, components (power supply, RAM, and MB) to find the bad part.
It is sometimes easier and cost effective to have a local PC Tech do this stuff.
