Product: HP ENVY Desktop - TE01-1177c

I have a envy te01-1177c.  With windows 11 beta.

 

My computers reboot and cold boot is very slow. In either case there is a large over 25-35 seconds before the hp logo pops up on the screen. The delay started when I plugged in my seagate external expansion drive. This is the same drive that I had on my previous 8 year old computer with windows 10 preview release computer. The delay was 10 to 14 seconds on the other computer. It doesn't help when I unplug the drive. I've tried sfc & dism it doesn't find any issues. I tried startup repair and the windows comes up that it can't be done and reinstall windows. Windows reboot and cold boot will work fine reinstalled unless the expansion drive is plugged back in. Are there any fixes for this other than another reinstall with no backup/file history for the computer if I don't plug back in the drive?
