After a rolling blackout, our HP Elite Desk 800G3 Base Model Tower PC could not finish booting up beyond "Protected by Sure Start." Restart didn't help.
We unplugged the PC, cutting all power sources to it and its accessories.
Counted to 30 seconds.
Replugged and restored power.
The PC took awhile, but finished booting up as normal.

1. Enter Safe mode During the startup, when the Windows logo appears, press and hold the Power button until the PC shuts down.
2. Disable Auto-restart and run SFC While in the Safe mode, type Advanced in the Search bar.
3. Repair Startup
4. Use Tenorshare Windows Boot Genius
5. Use bootable drive for a manual repair

I ran the Fast System Test on your recommendation. All PASSED. There were no error codes.
This test includes:
Disk Read Verify
Video Memory Fast Test
IRQ Test
ROM Test
Fast CPU Stress Test.
I am ok with how the computer is working now..
