Hi
You seem to have a W11 Home PC with Microsoft "Device Encryption". Device Encryption is similar to BitLocker found on W11 Pro. This function seems to be enabled without user knowledge on some new OEM PCs running W11 Home.
My son recently purchased a new HP Laptop. We backed up the BitLocker recovery key to his Microsoft Account and local external media for possible future use.
The drive is encrypted with the BitLocker key stored in the TPM. You may be locked out of the system if you don't have the BitLocker recovery key.
I would contact HP for assistance.
