There is a discussion of the problem here and you are not the only one.
If you have bios F.11 or later then there a TPM change but it is not clear what the change was
quote: "6. Enhances TPM behavior for win11"
One suggestion I read was to create a bios password to force TPM to be recognized.
You might look in the windows event viewer for TPM errors and see if anything is recommended.
for example

and
Click here for world-wide contact info
Or contact the closest authorized service center
All you can do is complain. If there are enough complaints they may do something about it.
I once got a new battery for my Surface Pro 4 that was 2 years out of warranty when explained I did a lot of air travel and was worried it was going to catch on fire from the heat. There was a well know problem with the SP4.
If your system was sold as windows 11 compatible it must have tpm. 2.0 and should be "recalled' for the fix.

You should have cloud recovery. as discussed quote:
The HP Cloud Recovery Tool is an application developed by HP. It enables customers to access a digital download of their recovery media and create a bootable USB drive (Minimum 32GB) to recover their units back to factory status.
Download tool here Microsoft StoreIf you have cloud recovery you can restore your system using a 32gb flash.
It may take an hour or more to create the recovery USB.

When you try the factory restore, be sure to go into bios and use "F9" or whatever it takes to restore bios to default.
Also be sure to enable secure boot, set date and time correctly and save when you exit.

See if you can find out what they did to fix the problem.
Make a note of your current bios in case they need to change it to fix the problem.
Make a note of the serial number in the event they just give you a different laptop.
If they do give you a different laptop, find out if the disk drive is different and ask that they return the old drive so you can recovery your files. Usually they just throw the old drive away and you could always use the old drive as a spare.
Other users have let their warranty expire and have no clue what to do.
I once turned in an RTX-2070 for warranty and received an RTX-3070 as they did not have any 2070 and did not want to fix the GPU.
