When trying to power on turn the power button on and it does three long beeps then four short beeps but never comes on and won't turn off until I power it off . It's a HP pavilion all in one 23

difficult to identify, it could be a power supply or motherboard problem

Indicates potential power system failure.

Reduce to minimum config (CPU, System board, PSU, 1 DIMM of memory) and isolate failed component.
Reduce further if issue persists.
Test known good PSU.
Replace affected component.
If unable to confirm source, replace CPU, System Board, PSU.

you can try, to buy another power supply, but it could be a purchase for nothing
or go directly to a specialized computer store
if they have what it takes they could try one
