I bought an HP All In One used and want to put a new OS on it and it won't let me get to Bios. I need help.

You shouldn't need to get into the BIOS to install Windows.

 

Have the Windows USB installation media plugged into the PC's USB port.

 

Turn on the PC.

 

Immediately tap the ESC key to get the menu of options.

 

Select the F9 boot options menu, and from that, select the USB Windows installation flash drive and press the Enter key.

 

The PC should boot from the flash drive and the Windows installation files should load.

Unfortunately, no one here can help you with removing a BIOS password 

 

I suggest that you return the PC and get a refund.
