I hold the power button and it turns on to show a updating screen that says configuring windows update , it gets stuck on 7% then starts to show a restarting screen , after this it is just a black screen that I can only move my cursor around . And none of my keys do anything

It sounds like your OMEN by HP 15 laptop is having trouble with a Windows update and is getting stuck in a loop. Here are some steps you can try to resolve the issue.
Force Restart: Hold the power button down for about 10-15 seconds until the laptop shuts off completely. Wait a few seconds and then press the power button again to restart the laptop.
Boot into Safe Mode:
- Restart your laptop and repeatedly press F8, F11, or Shift + F8 (depending on your model) as it boots up.
- Select "Troubleshoot" > "Advanced options" > "Startup Settings" > "Restart".
- When your laptop restarts, select "4" or "F4" to start in Safe Mode.
- If you can boot into Safe Mode, you may be able to troubleshoot the issue further, such as uninstalling the problematic update.
Use Windows Recovery Environment (WinRE):
- Power off your laptop and then power it on while holding down the Shift key. This should bring up the Windows Recovery Environment.
- Go to "Troubleshoot" > "Advanced options".
- Try "Startup Repair" to see if it can fix the issue automatically.
Check for Updates and Roll Back:
- If you manage to get into Safe Mode or WinRE, you can try rolling back the recent update:
- In Safe Mode, go to "Settings" > "Update & Security" > "Windows Update" > "View update history" > "Uninstall updates".
- Select the most recent update and uninstall it.
Reset or Refresh Your PC:
- If none of the above steps work, you might need to reset your PC:
- In the Windows Recovery Environment, go to "Troubleshoot" > "Reset this PC".
- Choose "Keep my files" if you want to preserve your data or "Remove everything" if you want a fresh start.
Check Hardware Connections:
- Ensure that all hardware components are properly connected, especially if you recently added or changed any hardware.
