Turns on, but stuck on setup starting services

Hello. My monitor is a HP S2031, 20 inch and It turns on, but right when I got enter to continue to log in, it just goes to setup is starting services and it stays on that. How can I fix fix this problem?

There is nothing wrong with your HP monitor.  Windows is failing to finish its start-up processes.

Restart your computer, and look for the prompt that tells you how to run the HP Hardware Diagnostics.

Run them, to ensure that your hardware is not the cause of the problem.

Restart your computer, and keep tapping the F8 key, until you get a "Repair my computer" menu.

One of the options should be to use System Restore to time-warp your computer backward a few days, to a date/time when it was working correctly.  Try it.
