I think I had a malware attack after clicking on a picture someone sent me, now my desktop doesn't show after system boots, it shows a cmd prompt that displays c:\WINDOWS\system32>. I've tried to boot off of the system repair disk with no luck, changed the BIOS boot sequence to boot first from DVD then USB but when I do an F9 to request to boot from a device it only shows UEFI Boot Sources, UEFI: IPv4 Realtek PCIe BGE Family Controller and UEFI: IPv6 Realtek PCIe BGE Family Controller these options are repeated again for a total of 4 selections and none of them are DVD or USB. Help please.

I understand you have issues booting from USB or DVD drive.
Don't worry I'll try to help you out.
Did you make any software or hardware changes on your PC?
Is the CD/DVD drive getting listed in device manager?
As you mentioned you don't get an option of DVD/USB when you go to UEFI boot order in BIOS.
Try the steps recommended below.
To reset the boot order to the default settings, follow the steps below.
Turn on or restart the computer.
While the display is blank, press the f10 key to enter the BIOS settings menu.
Press the f9 key to reset the BIOS to the default settings.
Press the f10 key to save the changes and exit the BIOS settings menu.
NOTE:
BIOS configurations vary depending on the computer. For further information on a specific computer, view the documentation provided with the computer. The BIOS settings are generally found in the Maintenance and Service Guide.
Also, try recovering the BIOS on your PC and check if it helps.

Press the f10 key to save the changes and exit the BIOS settings menu.

When you upgrade the BIOS on your PC, a copy of the previous BIOS version is stored in the HP_TOOLS partition of your hard drive. Many HP computers have an emergency BIOS recovery feature that allows you to recover and install the last known good version of the BIOS from the hard drive, as long as the hard drive remains functional. This emergency recovery feature is separate from the BIOS and is designed to work in the event of a catastrophic BIOS failure.
To recover an earlier version of the BIOS on your PC:
Turn off the computer.
With the computer off, press and hold the Windows logo key and the B key at the same time.
Still pressing those keys, press and hold down the Power button on the computer for 2 to 3 seconds, and then release the Power button but continue to hold the Windows and B keys until the BIOS update screen is displayed or until you hear a beeping sound (usually 8 beeps).
The power LED light remains on, and the screen remains blank for about 40 seconds before anything appears on the display. You might also hear beeping sounds. Eventually, an HP BIOS Update screen displays and the BIOS update begins automatically.
If the HP BIOS Update screen displays, proceed to step 4.
If the HP BIOS Update screen does not display, do one of the following depending on the condition:
Computer boots into Windows - The computer will boot into Windows if the power button and keys are released too soon. Repeat steps 1 through 4 above, holding the power button down for 2 or 3 seconds.
Power LED light turns off - The computer will turn off if the power button is pressed and held down too long. Repeat steps 1 through 4 above, holding the power button down for between 2 and 3 seconds.
After repeated attempts, the HP BIOS Update screen does not open - Your computer does not support this function or it has a hardware problem that is preventing the tool from opening. Contact HP using the Contact Supporttab at the top of this page.
After the BIOS is recovered, a Continue Startup button displays and a timer counts down. Click the Continue Startup button to restart the computer immediately. The computer will restart automatically when the timer reaches zero.
When the computer restarts, a black screen appears with a message similar to the following:
A system BIOS Recovery has occurred.
BIOS Recovery (500)
Enter - Continue Startup
Press the Enter key to continue immediately or allow the computer to reboot automatically.
NOTE:
After restoring the BIOS, if the computer repeatedly displays a message about the BIOS, go to the HP Drivers and Downloads page and enter the model name of your computer. Select your computer model from the drop down menu and then select your operating system. Select BIOS to upload the latest version of the BIOS.
After restarting, Windows may display a message stating that the computer was improperly shut down or that a boot problem was detected. Read and respond to the screens to continue.
Refer this article to further troubleshoot CD\DVD drive not getting detected issues.

I really appreciate your help but the HP computer is owned by a friend of mine and I told him I would recover his machine for him, if you noticed in the beginning of my original post I stated there was another problem with the desktop not being displayed and only a cmd promt. I tried booting from the DVD or USB but it would never show in the F9 boot sequence window to run the Windows 10 repair disk or the Recovery Drive.
I did get the computer back up and running but never got the boot sequence fixed and returned it but I will try to get it back from him and see if I can do the steps you suggested.
Just to let you know I had a terrible time getting it back up and running again, I tried my local resources, a bunch of IT Nuts whom I rely on when the going get tough, but never did find a solution to the F9 problem.

I am the The_Fossette. It looks like you were interacting with @MrRobot, but he is out of the office today so I'll take over from here.
I recommend you to disable secure boot and enable legacy support and then try.
Follow the steps in the below article to disable secure boot and enable legacy support.

The computer had another problem that I eventually got fixed and returned to my friend. I will be getting it back from him in a couple of weeks and would like to continue with a solution to this "IEFI Boot Sequence" Problem then.
