None of my USB plug -ins (mouse, keyboard, mic) work when plugged into PC.
I've tried restarting and power cycling, but neither has worked.
I checked using a laptop and another PC and the USB devices are in working order.
I know the USB slots aren't just broken because I am able to charge my phone in all of them + monitor boots up on starting.
I can't check if it's a driver issue because I can't use my mouse or keyboard.
I'd really appreciate any suggestions or fixes, thanks!
Edited to add: I regularly clean the ports with compressed air and I've gone through them again but it also hasn't helped.

This does not sound good. Up until recently there used to be fuses on motherboard to prevent USB1 ports from damage due to too much current draw. You have the opposite problem: the data lines are not working. Recent designs no longer require fuses but electrostatic shock can easily zap a port affecting only the data connections.
Can you get into the bios? If so, look for anything like USB disabled or legacy disabled.
If you CANNOT get into the bios and have tried both USB1, USB2 and USB3 (every port you can find) then you need to add a cheap UISB port on a PCIe card.
It is not clear from reading this post if you can get into windows as you mention the display works.
Does the keyboard and mouse work up until windows starts?
Pressing CTL-ALT-DEL to force 3 reboots in a row can force windows into safe mode which disables all the fancy drivers.
Alternately, put in a windows 10 (or 11) boot disk and boot into safe mode
If you can get into safe mode the mouse and keyboard should work and we can look at what caused the problem.
If keyboard works but not the mouse then uses these tools
