I had the enable legacy boot in the BIOS because this is needed for ESXi to work, but now I am unable to enter the BIOS again. After I turn on the PC the legacy OROM is diplayed and the boot agents are initializing, after I press ENTER whatever bootable drive I have attached gets launched, all good there. But I have no way to enter the BIOS, no button works. I was able to restore the BIOS by removing the CMOS battery for a short time, but that can't be the solution, I somehow have to be able to access BIOD while in legacy boot.

It is likely that legacy boot is so fast that the system does not see you pressing the function key to get into the bios.
I assume you have an HP system and not a Mac
The ESC is the key that needs to be used for HP systems. Press it after powering up at the instant the monitor goes on line.
If you press too soon or too late you have to power the system off, not just reboot.
To avoid the problem go into the bios and select a longer boot up time. Normally this is done by asking for a memory test, to show the OEM screen, show "post" information, etc.
