I am trying to access the bios after installing Windows 11, but not matter how much I hit Esc, F1, Del, etc it does not come up. I have read other posts and I think I understand the issue (fast boot enabled, keys not registering). These posts suggest using the Windows Recovery system (Advanced Options> UEFI Firmware Settings). The problem is that this doesn't do anything on my system (HP Z4 with newest firmware). The system just reboots directly into Windows still. It seems like it might be a big in HP's bios implementation? Any other thoughts? Thanks in advance.

There several type of Z4
Try the following from the administrator command prompt.
Type "shutdown /r /o /f /t 0" then press enter
This will bring up the Windows 11 advanced diagnostics and from there you can select UEFI diags which goes into the bios as I read here

That seems like it should work, but it just doesn't. The system boots right back into windows without entering into the bios setup screen. Even if I rapidly hit Esc or F1 during the boot process, it still goes right back into Windows.
Installing Windows 11 seems to have "destroyed" this system. Even if I remove the hard drive or remove the motherboard battery, I can't get back into the bios. The system just gets stuck on a black cursor.
Is there a way to get the motherboard to completely forget about Microsoft, so I can install a different OS?

I think I know the problem as it happened to me on an older system
If you are using USB keyboard you need to switch to PS2 type keyboard and use the green purple plug
Once you get into the bios make sure legacy USB is enabled.
I had to guess at your system and picked the Z4 G4
