You can make your own bootable W8.1 installation/repair USB flash drive as follows:
Download the 64-bit ISO file from the link below.
Download Windows 8.1 Disc Image (ISO File) (microsoft.com)
Use the free Rufus utility to transfer the ISO file to a USB flash drive so that it is bootable.
Rufus - Create bootable USB drives the easy way
Set up the Rufus installer the way you see it in the illustration for Windows installations.
When you boot from the installation media, on the bottom left side of the screen, there is an option to 'Repair this PC".
If you can't repair, it, you can use the flash drive to reinstall W8.1.
Be alert for scammers posting fake support phone numbers and/or email addresses on the community.
