It takes minutes for the computer to start, and to log in after I input my credentials, and even longer to run an app especially a videogame. This occurred on Windows 11. Having Ubuntu installed as a dual boot, I still can see the same issue, minutes to log in and some time even to start a browser.
I have encountered this issue a couple of times before, but following instructions in old threads helped me resolve the issue.
Now, these instructions are not helping. I updated BIOS twice with 2 different releases, and run troubleshoots.
I don't think that it is a hardware issue, having upgraded RAM recently to 24 GB, and SSD storage on both internal hard disks.

The specs of your machine is
https://support.hp.com/lt-en/document/c06703593
It only has 8 GB DDR4-2933 SDRAM (1 x 8 GB) of RAM which is a little bit short for TWO logical systems. My suggestion to increase RAM first to 32GB or even 64GB using compatible RAM such as
- Crucial 32GB RAM kit (will run at 2833MHz)
- Crucial 64GB RAM Kit (will run at 2833MHz)
Regards.
