Suddenly, not long after upgrading to Win11 (MS Offer) I found the computer takes about 5 minutes to boot up from OFF. Soon after it begins, the HP SureStart logo appears, but is stays for a minute or so, before closing to a blank screen. There is no mouse activity. Suddenly, after a long delay, the first screen (image and login panel) appear as normal. The operation seems completely normal from that time.

@John1052 -- if you download/install/run the free version of SPECCY, and open the "Storage" branch, and select the "S.M.A.R.T." statistics for your disk-drive, do you see anything tagged as "yellow" or "red", to indicate that the disk-drive is failing. Some failures can multiply, by 10 or 100, the times each input/output operation takes, resulting in a very-slow "startup" of Windows.
