The reason I couldn't find the hpqkbfiltr.sys file is because in recovery mode Windows defaults to drive letter X:\ which is a virtual drive. You have to get to the actual drive where windows is stored in my case drive E: and then all works fine.
For the uninitiated like myself this means when you go into command prompt you see X:\Windows\System32>
Now type cd E: (or whatever you drive letter is) and then cd E:\windows\system32\drivers>ren hpqkbfiltr.sys hpkbfiltr.sys.old
Taken me a long time to get there.

@RService wrote:found out that
Windows update HP Development Company LP System 11/19/17 12:00 AM 7.0.1.1
is the problem (we had it with Elite Desk 800G3 systems)
solution:
in the command console go to C:\Windows\System32\drivers
and rename the fille "HpqKbFiltr.sys"
reboot and everything is fine.
It would be good to know how to prevent this update in advanced.... here is just the solution when it's to late...
Thank you so much RService, you've saved me a dozen or so rebuilds! 🙂
