This desktop was purchased through Walmart. It shows HP and Windows symbols when trying to boot. Then it goes to blue screen with error code 0xc000000f. I have been working with Microsoft to try and repair. But since it is problems with the boot file and it does not give me an option to boot from USB, they told me to contact HP. The computer crashed after an update to the graphics card.

Well, this startup problem is a Windows (BCD) boot configuration data error. This can be a tough one to fix.
It would be greatly appreciated if you could recount the troubleshooting steps done by the Microsoft Tech.
I don't want to go down a "rabbit hole" you may already visited.
General Troubleshooting Tips:
You could try uninstalling the graphics driver if you believe this driver is the root cause of the startup error. But you will need to get to safe mode.
Check this Site which describes how to get to safe mode from the *Windows Recovery Environment when Windows will not load.
While in the Windows Recovery Environment also try:
- Startup Repair
- System Restore
- Uninstall Windows Updates
Boot to USB Media:
Your PC should be able to boot to *Windows USB installation/recovery media or HP USB Cloud Recovery media as follows:
*NOTE: Windows USB installation media can also be used to get the *Windows Recovery Environment.
1. Start the PC and repeatedly tap the "ESC" key to see the HP Startup Menu.
2. Select "F9" at the Startup Menu for available UEFI boot sources.
3. Select the appropriate UEFI USB boot source.
HP Cloud Recovery or Reinstall Windows:
I've seen many folks in this Forum bite the bullet in this situation by backing up system drive data and then doing a HP Cloud Recovery or a clean Windows 11 installation.
Friendly reminder: *W11 installation media can be used to get to the Windows Recovery Environment.
Back up Data:
You would have to remove the system dive. Connect this drive to a different PC as a data drive: internally or via a USB adapter. Then, if the drive can be mounted, you could copy data from this drive to the host PC or external media connected to the host PC.
