Product: HP compaq 8000 elite SFF PC

I bought this refurbished computer couple of weeks ago and I have a problem with it. It is not loading and a message appears saying windows could not load required file winsetup.dll. The file may be corrupt. To install windows, restart the installation. Error code:0xC1. What does that mean and how can i solve the problem.
