Product: HP Z2 Mini G9 Workstation Desktop PC (4Y5Y9AV)

My HP Z2 Mini PC is locked out of Windows 11, I get the following message. Something happened and you PIN isn't available. Click to set up your PIN again. I am in safe mode and have no internet, so I cant reset my pin. I cant boot out of safe mode, despite trying all the usual boot up options.  I have the wired mouse and keyboard which was supplied with the machine connected, which are both working.

I have tried the F8 method of booting into safe mode 

I have tried the Esc method of booting into the BIOS   

I have a Windows Installation USB which the boot sequence does not recognise in the boot up.
