Hi, I have a new laptop that was working fine until I used a windows backup from another old windows10 machine, now the laptop reboots in a loop and can't get into any of the boot options (bios, boot menu , system information or system diagnosis), I have tried removing the disk and disconnecting the battery to reset the bios, but nothing works, the HP logo appears on the screen for a few seconds and it restarts.
The same has happened with another PC (prodesk 400 G6), it fails exactly the same way after recovering a backup from another PC, the 2 computers are brand new and worked fine before recovering from the windows backup

Here is a little trick to get into the BIOS on an HP.
Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a popup menu shows. Then pick what you want but I suspect it will be F9 to pick the boot device.
Most likely need to reinstall the Windows OS since it has been corrupted by using a backup from a different PC - bad choice BTW.
Since the Windows is not listed, I will assume it to be Windows 10. You can reinstall the lastest Windows 10 by using the install media fro MS.
If you need the install media for Windows 10, you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this new media to install Windows 10.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue. It will be activated once it connects to the internet, as it uses a digital key.

Try the method I described
Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a popup menu shows. Then pick what you want but I suspect it will be F9 to pick the boot device.
Unless the BIOS is toast, it has to stop until you make a choice, but try some of the others before F10. If it refuses to stop at the popup menu, then the is nothing more to do.

The advice given by @TheOldMan is correct, you need to be able to select the boot device so as to reinstall windows.
Question: Were you attempting to bring up the old windows backup in order to retrieve some documents? If so, then there is a far better way. If the old backup was made with "windows 10 backup and restore" ie: a windows image backup, you can use the virtual file manager to mount the backup as explained here

the backup has been made with windows backup, and I was able to finish it, but when I restart the laptop it doesn't start anymore, it doesn't start from ssd, from USB (I've tried ubuntu, windows, hiren's boot), it's as if the bios was broken, and I can't find a way to load a new bios

click on "Check warranty status" and enter the serial number and country
https://support.hp.com/us-en/product/hp-probook-450-g8-notebook-pc/37973141/model/38456692
if not in warranty then follow this guide to fix or recover the bios
if in warranty period then contact hp and be sure to find out if they can preserve the hard drive if you have important documents on it.
