So you have the means to make a USB stick with no HDD involved, on another PC?
When the 3 Tb is installed nothing works. You have a failed / faulty HDD.
So make the 3Tb an external drive on another PC and format it, try the Manufaturers site for tools, like Seagate Disc Wizard or whatever.
A new DVD drive is only a few quid so consider fitting one.

There can be a problem with HDD's over 2 TB, and so you may have to start smaller.
The machine is listed as W8.x and a 750 Gb disk. So have you upgraded, and if so when?
What program was used to create the partition? Did it shrink and create free space?
I assume it is UEFI and GPT, not an MBR type.
Please explain as best you can.

Try
With GParted you can resize, copy, and move partitions without data loss, enabling you to:
- Grow or shrink your C: drive
- Create space for new operating systems
- Attempt data rescue from lost partitions
https://www.ubuntu.com/download/desktop -it will run Gparted if needed.
