I'm sorry that no one has responded to your post in all this time, so I will provide you some information ...
The primary problem with power failures is not the loss of power, but instead, the SURGES that often happen after the power turns back on. If your PC is not connected to a Surge Protector, then such a surge can easily damage the PC to the point that it will not longer turn on.
Sorry, but we here have no way to check for that, so all you can do is take it to a local PC repair facility and pay them to check it out for you.
My guess is that it had some internal component burn out and is "dead" now.
