OMEN by HP Desktop PC - 870-224
Microsoft Windows 10 (32-bit)

My son attempted to install a new graphics card and RAM memory stick on his Omen 870-224. Now it won't boot up, just a black screen and beeping and flashing error code 3.2

Have you tried reverting back to the original RAM stick(s) and the new graphics card?
Mixing RAM can cause a bunch of issues. Also the GPU card or RAM stick might not be properly seated, make sure you check it's actually in fully. You should be firm with both parts, but obviously not to the point of trying to hulk smash it.

Thank you John, yes, I have cleaned the slots and tried with the old GPU and original RAM stick in both positions (this machine has two RAM slots). RAM and GPU are both pushed in until the latches clicked shut.

The fans start, the lights come on and the DVR tray opens and will spin a disk. 
There’s no signal to the monitor: black screen. All I get is 3 long beeps and 2 short beeps, along with corresponding flashes from the start button.

To fix a Windows PC that won't turn on, first try ruling out a faulty power supply or outlet. You can also try checking for beep codes, display issues, unusual BIOS settings, or troubleshoot the PC in Safe Mode. Other fixes include disconnecting non-essential devices and checking for loose components and malware
