It could be the adapter or it could be the PC.  There are some tests that will help to understand which it is. Depending on the adapter, some have a light to indicate if it is working.  Without it being connected to the PC, is there a light indicating power to the adapter when it is plugged into the wall outlet?  Locate a voltage test meter and verify the output of the adapter, even if it has a light indicating it is powered.  I probe in the center hollow and touching the outer ring with the other lead.  Most will be around 20V DC.

Try a different power adapter.
