Do any of the LED lights on the keyboard light up? When powering on, all 3 (if you got any) should blink. After a few minutes the num lock LED should turn on. Pressing the CAPS lock should turn on and off an LED.
Does the monitor power on LED (if it has one) light up? See a message like "going to sleep" after a few minutes?
Does your optical mouse light up? Some mice have blue or red LED that is visible even if computer fails to boot. Some mice do NOT have visible light unfortunately.
If keyboard seems to be working (CAPS lock works) then try another display port on motherboard. If you have a separate video board then remove it and try the motherboard video port.
There are some monitors that have an ON/OFF button on the back. I was once given a defective monitor that had simply been turned off like that.
