Desktop will not boot up on power-on. Orange LED beside power switch blinks briefly and then goes out. I get a low-res blue screen with HP logo and green hand/finger with a subtitle saying 'press the ESC key for start up menu' . . . but nothing happens.
If I press F8 right after hitting power on (while orange LED is blinking), I get a different black low-res screen with the PC's specs listed and a subtitle asking to press ESC to start up. Again nothing happens.
If I put a generic CD in the reader on power-on, machine tries to read it, but stops and goes to the blue screen mentioned above.
I don't believe this machine came with a boot-up CD, and I never created a backup/startup CD.
We' ve had a couple power outages in the last 2 weeks. Other than that, no changes to system.
How can I get it to boot up??

Oh.
Access: http://support.HP.com and enter your model-number, and run the search.
You should get to a "downloads" page, that either:
* does not offer a download of the original Operating System,
* offers a "cloud-based" download of the original Operating System,
* offers to sell you a copy of the original Operating System.
Or, web-sites like www.ComputerSurgeons.com or HEIDOC may also offer to sell you a copy of the original Operating System.
Or, if you have a friend with the same version of Windows 7 (Home? Professional?) you might be able to reinstall Windows from that media, using the 25-character product-key on the decal on the side/back of your computer's case.

Replace the "dead" disk-drive, and reinstall Windows.

what is a P6t? there is no such thing, anywhere, says HP and Google.
read your service tag, and tell the full model number for 10x better answers.
my guess P6-1000?
or near. but there are 2000 up to 6000 series.
that is correct it came with no CD new.
but came with a virtual CD on the HDD, called the F11 restore partition, you hit F11 at power on and it runs.
and allow you to fix a bad startup or go back to day 1 new OS.
the BIOS keys are ESC, F9, F11. (top 3 and all 3 must work , F8 only works if WINDOW IS OK. called safe mode.
took me long time to know what generic CD means,
no photo of it presented by you, so I can only wonder.
nor some profession lables, there, or MS, logos or what ever. is there.
nor where you got it, (bought from MS cloners on line or from a store or from a friends kit or somewhere>?)
if from on line, show a link to the store and the exact disk....?
if a real disk fails, from MS or HP (you understand what real means, 'authentic"
that means the HDD is bad.
in most cases a tech, will say , that and not overheated, or weak PSU or the DVD/CD drive not bad.
what we do is boot to a live CD, called, Linux live or window PE live and test everthing.
then if all checks out. we load fresh window.
my tests boot CDs allow me to run HDD tests. too.
if the F11 key recovery dead and the HDD is ok,.
then this is the correct fix.

Yes, I am sure that you can.
How many of those 1000 are "bootable" ?
How many of them are the version of Microsoft Windows sold through "retail" channels?
This version is the "generic" version -- designed to install on any computer, not just a HP-modified bootable DVD disk.

what you have there, nobody knows.
here, at home we run W10
and have a MS offical W10 USB INSTALL memorys stick and a pile of license keys,
Microsoft also has those for W7.
one can also get W7 from MS in the form of an ISO, but they will not let you have it now, lacking a Retail, key. COA lic.
what you have , ive no clue at all.
