Very few computers left that will accept floppy disk. Depending on the situation, it the PC has a native floppy then it is old. Probably not running Windows 10 or even Windows 7. Please indicate the PC model number and why you want to boot to a floppy.
Sorry, i missed the Z2 Mini G9
Being that is new model, you will need a USB floppy to boot from.
Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a popup menu shows. Then pick F9 from that popup menu. If the PC will boot to floppy, it must be in the drive at that time.
Report back with the results.

Thanks, OldMan. The issue was that the NVIDIA card somehow got in the way of showing display when entering BIOS. I was using one of the display ports, and HP Support says that the video card disables on board display ports. I removed the NVIDIA card and was able to get inti BIOS and boot order. I'm not sure why the on board vid works for normal boot with the NVIDIA card present, but it's resolved to my satisfaction. Thank you very much for taking the time to answer!
