The proper procedure is most likely to replace the hard drive and then reinstall Windows and the software.

I do not see any mention of reinstall Windows.  That PC did not come from HP with Windows 10 but you can make the install media to reinstall.

If you need the install media for Windows 10, you can make it from this Microsoft download

https://www.microsoft.com/en-us/software-download/windows10

With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB.  Use this new media to install Windows 10.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue It will be activated once it connects to the internet, as it uses a digital key.

Thank you for the quick reply!

The attempt to install windows 10 on a new hard drive is where I get stuck.

I have created a win 10 installation cd and a usb .

Although the bios sees the cd drive and usb drive and lets me choose which to boot to,

I can not get past the message "reboot and select the proper boot disk"

If you are getting into the setup menu and moving to the choice of USB or DVD drive, then press F10 to save that setting.  Then it should start in the selected spot.
