wait now i know the issue, the AC adapter is faulty, sending the incorrect voltages to the hard drive, causing them to die, obviously the ac adapter was faulty cause the system was sitting at the corner of my grandma's dining room for 2 years

You said your PC keeps killing hard drives -- but Windows 8.1 came out YEARS ago. So how old is the drive that just got killed?

wow, after seeing all posts about the 23-p017c, i can confirm that the pc is known for alot of problems

OK, so you bought a USED 10-year old drive -- no surprise that it failed.  Based on this one data point, it's hardly realistic to say your PC is a drive killer.

i also bought a new drive, the Western Digital WD20EARZ, started committing sudoku on day 1

Well, that is unusual -- but I don't have any advice to prevent that. I've had drives go bad on all my machines, but I've not had one go bad that quickly.  Fastest for me was three months -- and the replacement drive lasted for years.
