Welcome to the HP support community.
Follow these steps to clear the CMOS settings

Turn off the computer and unplug the power cord.

Move the CLEAR CMOS/CLEAR P.W. jumper cap from pins 2-3 to pins 1-2.

Plug in the power cord and turn on the computer for five seconds.

Turn off the computer again and unplug the power cord.

Move the CLEAR CMOS/CLEAR P.W. jumper cap from pins 1-2 to pins 2-3.

Plug in the power cord and turn on the computer.
The CMOS settings are now clear. To enter BIOS setup, press the F10 key when the first screen displays upon system setup.

I request you to talk to HP support.
They might have multiple options to help you with this.
- Click on this link - https://support.hp.com/us-en/contact-hp?openCLC=true
- Select the country.
- Enter the serial of your device.
- Select the country from the drop-down.
- Click on "Show Options".
- Fill the web-form. A case number and phone number will now populate for you.
